bueno, creo que el software si el libre, quien pone las restriciones es el puto gobierno, en este caso específico: "the U.S. Export Administration Regulations" ...
supongo que todos los proyectos hosteados en USA estarán obligados a restricciones de este tipo, la verdad no se como funcione eso ni me interesa, esas son regulaciones que piden a gritos ser violadas ...

alguna vez existió el repositorio Debian non-us justamente por este problema, así que como lo dice raza si descarga de un mirror de un país que no sea USA está en lo correcto.
